9.   Village and rural district authorities nominated

  1.  

    (1)   Members of the local authority for a village or rural district may, with the exception of 2 members who shall be elected, be nominated, but the Governor General shall have power to direct that any increased proportion of their number be elected.

    (2)   At the first meeting in each year of the members of the local authority for a village or rural district the members of the local authority for the village or rural district shall elect from among themselves a Chairman, who shall be elected by a majority of the members of the local authority for the village or rural district present and voting, and if the office of Chairman fails vacant at any time the members of the local authority for the village or rural district shall, as soon as practicable, elect another such member to that office.

    (3)   The Chairman shall assume office immediately after his or her election and shall continue therein until he or she ceases to be a member of the local authority for the village or rural district or until his or her successor in office is elected whichever first happens.

    (4)   A retiring Chairman shall be eligible for re-election. Provided that no person shall be eligible for election and re-election as Chairman more than 3 consecutive times.
