(1) Every person to whom a licence has been issued under this Act shall, upon the expiration of such licence, cause such expired licence together with all books and records required to be kept by this Act to be delivered to the magistrate.
(2) Any person failing or neglecting to cause any expired licence, book or record to be delivered to the magistrate as aforesaid within 14 days from the date of the expiry of such licence and who shall not account for such failure to the satisfaction of the magistrate commits an offence against this Act.
(3) It shall be the duty of the magistrate to preserve all such expired licences, books and records for a period of 2 years from the date of the expiry.
