(1) Subject to section 42 and to the foregoing provisions of this Act no person, whether as owner, manager or otherwise shall carry on the business of purchasing, selling, exporting or otherwise dealing in licensable produce without having first obtained a Produce Dealer's Licence as hereinafter provided.
(2) Any person so doing commits an offence against this Act.
