(1) If any dispute arises between an inspector and any other person as to the meaning or construction of any regulation or as to the methods to be adopted in testing any weight, measure or weighing or measuring instrument, such dispute shall, be brought to the attention of the Director by either party.
(2) The Director shall consider and investigate the matter and make a decision which decision shall be final and conclusive on questions of fact.
