Any person who—
(a) except under the authority of a licence issued in that behalf under this Act, manufactures or repairs any weight or measure or weighing or measuring instrument; or
(b) being the holder of such licence, commits a breach of any condition lawfully inserted in the licence,
commits an offence and is liable on summary conviction to a fine of $2,000 or to imprisonment for a term of 3 months or to both such fine and imprisonment.
