(1) Subject to this section, the Attorney General shall make an application to the High Court for a forfeiture declaration against land —
(a) held by an unlicensed alien under section 14;
(b) that is liable to forfeiture proceedings under section 32(2);
I that is liable to forfeiture proceedings under section 7(12).
