31.   Composition of Fund

  1.  

    (1)   The Fund shall be composed of monies derived in the district from—

    1.  

      (a)     House and Land Tax imposed under Part 3 of this Act;

    1.  

      (b)     Water Rates imposed under section 8 of the Towns and Villages (Water Supply) Act;

    1.  

      (c)     Rates, taxes, dues, licences and fees payable to the Council under this Act or any rule or by-law made thereunder;

    1.  

      (d)     fines for breaches of the by-laws of the Council;

    1.  

      (e)     monies derived from the sale, hire or mortgage of properties vested in the Council;

    1.  

      (f)     all other sources from which the same may lawfully be derived; including any vote or contribution from the general revenue of Saint Lucia.

    (2)   Estimates of Revenue and Expenditure for any year shall be drawn up annually by each local authority and submitted to the Governor General on or before the first day of October in the preceding year and the Governor General may amend the same as he or she shall think fit. Unless the sanction of the Governor General shall have been previously obtained no payment from the Fund as constituted in section 30(1) shall be authorised by the local authority except in accordance with the estimates duly approved by the Governor General.
