Where a person duly summoned as a juror at an inquest—
(a) does not, after being openly called 3 times, appear in answer to the summons;
(b) appears in answer to the summons but refuses without reasonable excuse to serve as a juror,
the coroner may, after proof on oath that the summons has been served, impose on that person a fine of $500.
