(1) An application for a permit to establish a private educational institution shall be made in the prescribed form by or on behalf of the proprietor of the private educational institution and shall contain the prescribed information.
(2) The Minister shall, upon the receipt of an application made in accordance with subsection (1) cause the private educational institution to be inspected.
