(1) A child shall not be admitted to a primary school unless at the time of such admission—
(a) the child is accompanied by a parent or a responsible person over the age of 18 years who has been authorised by a parent to represent him or her;
(b) the person accompanying the child brings a birth or baptism certificate giving the information required for the student's register;
(c) the child has attained the age prescribed under section 27 or will attain that age by 31 December of that same year; and
(d) a certificate issued by a registered medical practitioner or the public health authorities is produced indicating that the child has been immunised as may be prescribed by regulations made under this Act.
(2) A child shall not, without the written permission of the Chief Education Officer, be admitted to a primary school other than in September, or the beginning of the primary school year.
