151.   Qualifications for scholarship

  1.  

    (1)   A student shall be eligible to compete for a scholarship if the student—

    1.  

      (a)     has for 3 years immediately preceding the examination referred to in section 152 been bona fide receiving his or her education either at a school or otherwise in Saint Lucia;

    1.  

      (b)     has passed the Caribbean Examination Council proficiency examination or any other equivalent examination as may be prescribed by the Cabinet in 5 or more subjects including English Language;

    1.  

      (c)     has satisfied standards of conduct and deportment established by the school which the student attends or by the Ministry of Education;

    1.  

      (d)     is a citizen of Saint Lucia or the child of a citizen of a Member State of the Organisation of Eastern Caribbean States who is either—

      1.  

        (i)     employed in Saint Lucia by the Secretariat of the Organisation of Eastern Caribbean States, or

      1.  

        (ii)     resident in Saint Lucia and the country of citizenship has enacted legislation in terms materially identical to this section and does not discriminate against the citizens of Saint Lucia in the award of the scholarships established by this Part.
