(1) The Minister may, when the Minister deems it desirable, establish a council on early childhood education to advise him or her on policies to guide the implementation of this Division.
(2) Where a council on early childhood education is established, the Minister may by order provide for its—
(a) membership;
(b) procedures for the conduct of its business; and
(c) powers and functions.
