(1) The Minister may by regulations introduce a scheme of zoning for the admission and transfer of students to public schools and assisted schools, whether primary or secondary.
(2) The scheme of zoning shall link the place of residence of the student and the location of the school of attendance.
(3) Residency of a student shall be determined by the—
(a) residency of the student's parents; and
(b) workplace of parents of infant children.
