(1) Despite section 9, the Minister may appoint such special committees as the Minister considers necessary to advise the Minister with respect to any specific matter which may arise.
(2) A special committee shall comprise such members as the Minister appoints and have such duties as the Minister specifies.
(3) The Minister may refer any matter to a special committee appointed under subsection (1) despite that the Education Advisory Board has considered or has power to consider that matter.
