(1) The Council may appoint and employ at such remuneration and on such terms and conditions as it thinks fit such officers and servants as it deems necessary for the proper carrying out of its functions.
(2) The persons appointed under paragraph (1) shall perform such duties as may be assigned to them by the Director.
(3) The Council may delegate to the Director, the authority to appoint or dismiss any person employed under this rule.
