(1) If within half an hour from the time appointed for the meeting a quorum of members is not present, the meeting shall stand adjourned to the same day in the following week at the same time and place.
(2) If at the adjourned meeting a quorum of members is not present within half an hour of the time appointed for the meeting, the members present shall for the purpose constitute a quorum.
