(1) Every candidate for admission as an ordinary or associate member shall be proposed by one member and seconded by another member and the proposers shall each vouch, from their personal knowledge, for the fitness of the candidate to be elected as a member of the Council.
(2) Proposal made under paragraph (1) must be on the forms provided by the Trust and must be signed by the proposer and the seconder.
