19. Recovery and disposal of fines, etc.
All fine, forfeitures and penalties incurred by virtue of any rules made as aforesaid, and all sums becoming due to the Trust from any of the members of the Trust shall be sued for and recovered in a summary manner before a magistrate on the complaint of the Secretary of the Trust, and every magistrate is hereby authorised and required to take cognisance thereof accordingly; and all fines, forfeitures and penalties when received, or the surplus thereof after deducting necessary charges, shall be paid to the Secretary of the Trust for the use of the Trust.
