(1) The Council shall subject to the approval of the Minister and upon such terms and conditions as it may determine, appoint a Director.
(2) The Director shall be chief executive officer of the Council and shall exercise all the functions entrusted to him or her by the Council and shall be present at all meetings of the Council unless he or she has obtained leave of absence from attending the meetings.
