(1) In the absence of the chairperson and the vice chairperson or if the chairperson or the vice chairperson are not present within 15 minutes of the time fixed for the meeting, the members present shall choose some one of their number who is a member of the Council, to be chairperson of the meeting.
(2) If no member of the Council is present, the members shall choose any one of their number to be chairperson of the meeting.
