4.   Duration of licences

Every person who is liable to take out any licence under this Act shall do so within the first 14 days of the months of January and July in every year; and each such licence shall expire on 30 June or the 31 December next following the day of the date of such licence. However, if any person after 14 January or July in any year becomes the owner of any animal or article in respect of which a licence is required by this Act to be taken out, he or she shall within 14 days after the day on which he or she shall become such owner (unless he or she has previously obtained a transferred licence as provided in the next succeeding section) take out a licence for the then current half-year whether any other person has or has not previously taken out a licence for the same period in respect of the same animal or article, and he or she shall pay the full fee hereinbefore prescribed for such licence.
