2. Interpretation
In this Act, unless the context otherwise requires—
“carriage” means and includes any carriage, gig, buggy, dog-cart or other vehicle on springs, but does not include a motor vehicle as defined in the Motor Vehicles and Road Traffic Act;
“cart” means and includes any cart, dray, wagon or drag usually drawn by animals;
“constable” means any police or rural constable;
“description” means such a description as will enable the animal or article described to be identified, and in respect of an animal it shall include a statement of the animal's sex, age, colour and distinguishing marks;
“district” means a judicial district constituted under the District Courts Act and any Act amending the same;
“horse” includes any stallion, mare, gelding, colt or filly;
“owner” includes the person in actual possession of any animal or article in respect of which a licence is required to be taken out under this Act, but does not include a person who, being the servant or agent of the licensed owner of such animal or article, shall upon request of a revenue officer or constable declare his or her and such licensed owner's full and true name and place of residence;
“revenue officer” includes all persons whose right or duty it may be to exact the performance of or to perform any duty or service relating to the treasury, customs or excise departments;
“road” means and includes any public highway or public byway constructed or maintained at the public expense, and any street in any town or village.
