(1) The Governor General may and as may be considered expedient for the better carrying into effect the provisions of this Act—
(a) make, alter or rescind rules;
(b) add to, revoke or alter the form prescribed in the Schedule hereto or any other forms required to be used under this Act; and
(c) direct that any forms or books be printed or distributed.
(2) Any person who offends against any of the rules made hereunder is liable on summary conviction to a penalty not exceeding $24, and in default of payment to be imprisoned, with or without hard labour, for a period not exceeding 2 months.
