(1) Unless otherwise expressly provided, all offences under this Act may be prosecuted, and all penalties imposed by this Act or by any regulations thereunder, or by the rules of a society or branch, may be recovered in the manner provided by the District Courts Act.
(2) Where in this Act it is enacted that any proceedings may be had or taken before a magistrate, or in a district court, every magistrate or district court shall, unless the contrary is expressed or implied, have full power and jurisdiction to entertain the same and determine the matter involved.
(3) Save as otherwise herein provided any such penalty shall be recoverable at the suit of the Registrar or of any person authorised in writing by the Registrar or of any person aggrieved.
