22.   Operation of rules

  1.  

    (1)   The rules when registered shall bind the society and the members thereof, and all persons claiming through them respectively, to the same extent as if each member had subscribed his or her name and affixed his or her seal thereto, and there were in such rules contained a covenant on the part of himself or herself, his or her heirs, executors, and administrators, to conform to such rules, subject to the provisions of this Act.

    (2)   All moneys other than subscriptions payable by a member to the society shall be recoverable as such in the district courts or in the High Court, as the case may be.

    (3)   It is lawful for the Minister to authorise any society registered as a “specially authorised society” to recover as debts the subscriptions of its members; save as aforesaid no subscription is recoverable at law.
