The register shall during the prescribed hours be open to the inspection of the public; certified copies of any entry in the register shall be given to any person requiring the same on payment of the prescribed fee; and it shall be kept generally in accordance with the regulations set forth in the Code of Civil Procedure in relation to registers required to be kept by law.
