(1) Subject to sections 10 and 25, the occupier of any land, his or her family and employees are entitled to abstract and use any water within the boundary of that land for the domestic necessities of his or her household, including the watering of livestock and the irrigation of a subsistence garden provided that such abstraction or use does not compromise the quality or the quantity of the water supply. (2) The rights under subsection (1) shall not extend to the intentional blocking of access to water by any person.
