(1) Any person who is aggrieved by any act or omission of the Board may by notice in writing bring the matter to the attention of the Minister within 30 days of such act or omission having come to his notice.
(2) Every such complaint shall be investigated in such manner as the Minister may direct, and any decision on any complaint so arrived at shall be final and conclusive, and shall not be questioned in any court of law.
