(1) All decisions, orders, rules and regulations relating to the financial operations of the Board and authorised by this Act shall be made by resolutions of the Board at a meeting thereof and shall be recorded in the minutes of the Board.
(2) The Board shall cause to be kept proper and sufficient books of account and other records in respect of its operations. Such books shall be open at all times to inspection by the auditor of the Board and also to inspection by any member of the Board during normal business hours.
