(1) If at any time the Board is satisfied that it would be in the interest of producers or the general public so to do, it may appoint and grant licenses to agents for the purpose of buying, selling, importing, exporting or processing any specified produce.
(2) The Board may in its discretion grant, renew or withhold such licenses and may impose conditions upon the grant or renewal of such licenses.
(3) The Board may, in its absolute discretion, cancel or suspend any such license for a breach of any condition thereof, or for any other reason which it may deem fit and proper.
