(1) A person who commits under this Act, except in cases where some other penalty is specifically provided, is liable on summary conviction to a fine of $2,500 or to imprisonment for a period not exceeding 4 months for a first offence, and for a second or subsequent offence to a fine of $5000 or to imprisonment for a period not exceeding 12 months.
(2) A rule made under this Act may prescribe in respect of any contravention of it or failure to comply with it a penalty not exceeding a fine of $5000 or imprisonment to a term not exceeding 3 months on summary conviction.
