Despite the provisions of any enactment—
(a) relating to the approval of plans, the erection, re-erection, removal, repair of any building;
(b) regulating the licensing and the carrying of any business, concern or trade; or
(c) relating to and regarding the storage depositing, keeping, sale or disposal of any article, matter or thing,
the provisions of this Act where they are applicable shall be construed and made applicable to any building in respect of which such provisions apply and shall not be construed as being in conflict with any of the provisions of the enactment.
