24. Evidence
Where an entry is required by this Act or any regulations made thereunder to be made in the register, the entry made by the owner of an industrial or commercial building or on his or her behalf shall, as against him or her be admissible as evidence of the facts stated in it and the fact that any entry so required with respect to the observance of any provision of this Act or any regulation made thereunder has not been made is admissible as evidence that provision has not been observed.
