(1) Subject to section 11, a member holds office for a period of 3 years from the date of his or her appointment, and is eligible for re-appointment for not more than one consecutive term.
(2) Notwithstanding subsection (1), a person may be appointed to serve as a member for a period of less than 3 years so as to assist in providing continuity of experience as a member.
