(1) The Board shall cause to be prepared and submitted to the Minister, not later than 4r months before the end of each financial year, an annual budget including estimates of revenue and expenditure, in respect of its functions for the next ensuing financial year.
(2) The initial expenditure incurred in the performance of any of the functions of the Board after the coming into effect of this Act shall be defrayed out of moneys appropriated by Parliament.
