3.   The Registrar

  1.  

    (1)   There shall be a Registrar of Friendly Societies (in this Act called “the Registrar”).

    (2)   The Registrar shall be appointed by and shall hold his or her office during the pleasure of the Minister.

    (3)   The Minister may establish and maintain an office for the Registrar and may appoint such officers and other persons, as he or she may think fit, at such salaries or allowances as he or she may fix, to assist the Registrar in carrying out the duties imposed upon him or her by this Act and any amendment thereof. The Minister may, by general or special order published in the Gazette, confer on such officers as he or she may deem fit all or any of the powers of the Registrar under this Act.

    (4)   The office of the Registrar shall be open to the public for the transaction of business from the hour of 9:00 a.m. until the hour of 3:00p.m. every day in the year excepting Wednesdays, on which days the office shall be closed at the hour of noon. However, the said office shall be kept closed on Sundays, Good Friday, Christmas Day and on all public holidays.

    (5)   The Registrar may—

    1.  

      (a)     prepare and cause to be circulated, for the use of societies, model forms of accounts, balance sheets, and valuations;

      (b)     collect from the returns under this Act and from other sources, and publish and circulate, or otherwise make known, such information on the subject of statistics of life and sickness, and the application thereof to the business of friendly societies, and such particulars of their returns and valuations, and such other information useful to the members of or to persons interested in societies, as he or she may think fit; and

      (c)     cause to be constructed and published tables for the payment of sums of money on death, in sickness, or old age, fire insurance, or on any other contingency forming the subject of an assurance authorised under this Act which may appear to be calculable. However, the adoption of the tables by a society shall be optional.
