(1) The Minister may make Regulations for giving effect to the provisions of this Title.
(2) Without limiting the generality of subsection (1), the Minister may make Regulations respecting—
(a) forms necessary for the administration of this Title;
(b) penalties not exceeding a fine of $100 or a term of imprisonment not exceeding 12 months that may be imposed for violations of Orders or Regulations made under this Title;
(c) any other matter required for the efficient administration of this Title.
