(1) If the Division receives an application under section 82(1), the Division shall conduct a home study assessment on the applicant in order to determine the suitability of the applicant to be an adoptive parent and the capability and willingness of the applicant to assume the responsibility as a parent of the child.
(2) The Division shall compile a report of its findings under the home study assessment conducted under subsection (1) and submit the report to the Adoption Committee together with recommendations of the Division.
