A leper who was not born in Saint Lucia or lawfully domiciled therein shall not land at any place in Saint Lucia from any place not within Saint Lucia, and the master or other person in charge of any vessel who suffers or permits or omits to prevent the landing from his or her vessel at any place in Saint Lucia of any person whom he or she knows or has reasonable grounds to suppose to be a leper is liable on summary conviction by a magistrate to a fine not exceeding $480.
