24.   Regulations

  1.  

    (1)   The Governor General may make regulations with respect to all or any of the following matters—

    1.  

      (a)     the management, control and inspection of leper asylums;

    1.  

      (b)     the visiting of lepers in leper asylums by their relatives and friends;

    1.  

      (c)     the appointment and duties of officers and servants of leper asylums;

    1.  

      (d)     the treatment and discipline of lepers undergoing imprisonment in leper asylums and of persons of unsound minds in leper asylums;

    1.  

      (e)     the appointment of a Committee of Visitors to inspect and report on leper asylums;

    1.  

      (f)     the making of periodical reports by the Medical Superintendent of a leper asylum with regard to the number and condition of lepers detained therein and the requirements and condition of the Asylum; and

    1.  

      (g)     generally for carrying into effect the objects of this Act.

    (2)   Every inmate of a leper asylum who contravenes any of the provisions of such regulations is liable to such punishment as in the said regulations may be prescribed for the breach thereof. However, such punishment shall consist of all or any of the following means only—reduction of diet for not longer than 7 days, change of diet, extra employment, prohibition of receiving visits from relatives and friends, deprivation of tobacco, and solitary confinement for not longer than 3 days.
