14.   Conditional discharge

  1.  

    (1)   Whenever it appears to the Medical Superintendent of a leper asylum that any inmate of the asylum under his or her charge, not being a prisoner under sentence of imprisonment, is a fit person to receive a conditional discharge, the Medical Superintendent shall certify accordingly to the Governor General; and thereupon the Governor General may permit the inmate to absent himself of herself from the Asylum for such period and under such conditions as the Governor General may, in his or her absolute discretion in each case, prescribe. The Governor General may at any time revoke such permission or may prescribe another period or other conditions.

    (2)   If the leper does not return to the Asylum at or before the expiration of the prescribed period or does not comply with the prescribed conditions, or if the permission is revoked as aforesaid, he or she may be retaken as if he or she had escaped from the asylum.

    (3)   The Medical Superintendent of the asylum shall in each case inform the Commissioner of Police of such permission to be absent, and it is the duty of the police to keep under observation every such person allowed to be absent from the asylum.
