(1) The Board shall appoint a person at such salary and upon such terms and conditions as it may determine to perform the functions of Secretary to the Board.
(2) The Secretary shall perform all the functions entrusted to him or her under this Act and shall perform such additional duties as may be assigned to him or her by the Executive Director.
(3) The Board may appoint such staff as it may require for the proper carrying out of its functions under this Act.
(4) A person appointed under subsection (1) shall perform the duties assigned to him or her by the Board.
