Without limiting section 36, the Council may determine that an applicant is not entitled to be registered if—
(a) the applicant's right of practice under a foreign health care practice law has been suspended or revoked for a reason relating to the applicant's professional conduct, competence, or capacity to practice;
(b) the applicant has been convicted in Saint Lucia or elsewhere, of an offence of a kind that, in the opinion of the Council, makes it not in the interest of the public to allow the applicant to practice; or
(c) the Council is of the opinion that the applicant's use of alcohol or drugs may impact on his or her ability to practice.
