(1) A person who practices medicine or dentistry in contravention of this Act is not entitled to maintain any action for recovery of any fee on account of or in relation to any health service provided by that person in the course of the practice of medicine or dentistry.
(2) A person who holds a valid certificate of registration and a valid practicing certificate shall be entitled to demand and to recover, in any court of competent jurisdiction, his or her charges for professional aid, advice and visit, and the cost of any medicine or surgical appliances rendered or supplied by the person to his or her patients.
