(1) It is the duty of every person who lets a dwelling house to which the provision of section 4 applies to provide a rent book or other similar document for use in respect of that dwelling house.
(2) If such person fails to comply with the requirements of this section, he or she and any person who on his or her behalf demands or received rent in respect of such period of the letting in which the failure occurs or continues commit an offence.
