13.   Standard rent pending determination by Board

Until the standard rent of any premises is determined under section 8, the standard rent of the premises is the rent at which they were leased on the prescribed date or, where the premises were not so leased on that date, the rent at which they were last so leased before that date, or in the case of premises first so leased after the prescribed date, the rent at which they were, or are hereafter, first so leased.

However, in the case of premises leased at a progressive rent payable under a tenancy agreement or lease, the standard rent is the maximum rent payable under the tenancy agreement or lease; and where at the date by reference to which the standard rent is calculated the rent was less, (in the case of a dwelling house), than the assessed rental value under any law relating to land and house tax, the assessed rental value at that date shall be the standard rent.
