(1) A court shall have and exercise jurisdiction in civil causes and matters within the district in the manner and to the extent specified in the Code of Civil Procedure.
(2) The costs of civil causes and matters before the court shall be in the discretion of the court and the court shall have full power to award and apportion costs in any manner it may consider proper.
