8.   Giving of certificate of unsusceptibility of successful vaccination

If any medical officer or other public vaccinator finds that a child, when it has been thrice unsuccessfully vaccinated, is unsusceptible of successful vaccination, or that a child brought to him or her for vaccination has already had the smallpox, he or she shall inform the parent of the child of the same, and shall, within 7 days, forward to the registrar of the district in which the child resides a certificate under his or her hand, according to Form 3 in the Schedule, or to the like effect, and the parent shall not be required to cause the child to be vaccinated.
