The Minister may for the purpose of the due discharge of any of his or her functions under this Act delegate that function by instrument in writing to any public officer and any such delegation—
(a) may be made subject to such terms and conditions as the Minister thinks fit;
(b) while in force shall not prevent the discharge by the Minister of the function thereby delegated; and
(c) may at any time be revoked by the Minister.
