(1) A race meeting or race, conducted for the purposes of betting whether inside or outside Saint Lucia, must not be held unless—
(a) the race meeting or race is held at a licensed premises; and
(b) the racecourse operator is managing the race meeting or race.
(2) A person who contravenes subsection (1) commits an offence and is liable on summary conviction to a fine not exceeding $250,000 or to a term of imprisonment not exceeding 5 years or both.
